Description
The National Institute on Drug Abuse on behalf of The National Institute on Mental Health intends to solicit quotations under a 100% small business set aside (NAICS 541990 $6.5 million) from qualified small businesses with the capacity to provide copy editing services of Summary Statement Drafts that have been produced by a Scientific Review Administrator (SRA) in (model length 8 pages). The drafts to be copy edited include a resume and critiques of the application. The critiques include an evaluation of the applications? scientific merit, human/animal subject protections, gender/minority/children inclusion, budget recommendations, and administrative notes. These critiques are composed by senior members of the scientific review community making comprehensive and in-depth technical knowledge of current mental health research (e.g., diagnosis, treatment, prevention, financing, delivery, and effectiveness of mental health services) an essential skill of the editor. The Contractor shall be responsible for a) copy editing approximately 1150 Summary statement drafts that have been produced by the Scientific Review Administration which will be submitted by NIMH staff either electronically or on paper. b) Recommending edits in pen or electronically for review by the SRA d) additionally will ensure that form content of the final summary statement must be in accordance with the requirements and the editor must only correct or make changes according to this format. Quotations will be evaluated on: 1. Expertise in writing and editing scientific manuscripts for NIMH or other prestigious research institutions. 2. Submitted samples of experience in writing and editing scientific articles submitted for publication in peer review scientific journals, book chapters, contract proposals, mental health research, training, and fellowship grant proposals. 3. Past work experience relevant to mental health related research projects 4. Familiarity with current principles, theories, and research methods used in mental health research The period of performance for this requirement is September 1, 2006-December 30, 2007 Response to the RFQ will be due at the 3 PM EST on 07/21/2006. NIDA will consider quotations submitted by any responsible offeror. This advertisement does not commit the Government to award a contract. In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation
