- N66001-04-C-8032, Modification P00006 Title: Technology and Design Infrastructure of high Performance Three- Dimensional (3-D) IC's Description: The Department of the Navy, Space and Naval Warfare Systems Center, San Diego, CA intends to award a modification to contract N66001-04-C- 8032 cost share contract awarded under a DARPA BAA, 03-22 titled "Technology and Design Infrastructure of High Performance Three-Dimensional (3-D) IC's. The contractor is International Business Machines Corporation Research, 1101 Kitchawan Road, Yorktown Heights, NY. The purpose of this action is to add a task specifically for a test-vehicle exploring the possibility of vertical circuit interlayer communication with very short latencies. This new task will include design, base wafer processing, 3-D assembly of the base wafers and providing on the order of 6 assembled wafers for testing. This additional effort will continue the development in the 3-D Integration program at DARPA, Microsystems Technology Office. Use of any other contractor would result in extensive duplication of cost and time delays which would not be recovered through competition. Authority for other than full and open competition is FAR 6.302-1, 10 U.S.C. 2304 ( c) (1) only one responsible source and no other supplies or services will satisfy agency requirements.
