The Naval Air Systems Command (NAVAIR), in particular, the Command Staff Office (CSO), the NAVAIR Command Strategic Leadership Support team (AIR7.1.1), the NAVAIR SIGMA Program Office, and the NAVAIR Washington Liaison Office (WLO) has a requirement for Command Strategic Leadership Services to include research and analysis support on internal and external issues to NAVAIR leadership, its resource sponsors and fleet partners, planning and implementation of various NAVAIR, Naval Aviation Enterprise (NAE), DOD, and DON mandated actions; planning, documentation and action identification required for implementing strategic initiatives such as Sea Power 21 and aligning NAVAIR support to Sea Shield, Sea Strike, Sea Basing and Force Net; management staff support to NAVAIR executive leadership; administrative and operational support staff to facilitate daily operations of the WLO to include on-site administrative support, coordination and scheduling of meetings, workshops and conferences, scheduling and allocation of workspaces and parking passes, equipment maintenance coordination, office security, technology support and transportation. The effort to be solicited provides for a base year and four (4) one-year options The estimated amount of this requirement is $4,138,040.00 for the base year and $28,483,620.80 for the four option years. This Notice of Intent is provided to inform the public that the Government intends to compete this requirement in the 8(a) arena, on a full and open basis in accordance with 15 U.S.C. 637(a) and 41 U.S.C. 253, in order to award a single contract on a best value basis by utilizing the Level of Confidence Assessment Rating (LOCAR) source selection approach. The applicable NAICS code is 561210 and the SIC is 8744. The contemplated award will be a Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Task Orders. All responsible 8(a) sources may submit a proposal, which shall be considered.
