- Project construction for Basin 1 includes construction of water resource area and irrigation reservoir levees, canals, pumping stations, control structures, siphon, access roadways, and associated appurtenant work. Construction includes six irrigati on cells to provide stormwater protection for the adjacent agricultural fields or to store and provide water when needed; two water resource areas to intercept stormwater discharges from the irrigation cells and nonagricultural fields; one siphon to drain water to south of West Feeder Canal, 10 pump stations with capacities ranging from 7 cfs to 256 cfs; a series of culverts in and along the new and existing canals, and other work necessary to mitigate impact of stormwater on existing agricultural operation s. Levees associated with Water Resource Area cells typically have height of approximately 3.0 feet and the Irrigation Cell levees have heights of approximately 7 feet. Performance Period is 400 calendar days. Magnitude of Construction is between $10,0 00,000.00 to $25,000,000.00. Award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated on Technical, Past Performance, the Small Business Utilization Plan and Price. Solicitation will be is sued on or about 20 July 2006 and open on or about 21 August 2006. This is an unrestricted acquisition issued pursuant to the Small Business Competitive Demonstration Program. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307.
