Description
The U.S. Army Aviation and Missile Command intend to procure Performance Based Logistics (PBL) for the Apache (AH-64D) D Unique components. The nature of this contractual action will be a modification to an existing sole source long-term Partnership Contract with McDonnell Douglas Helicopter Company (MDHC) which has three unexercised option years remaining. This contract provides for up to a thirty four (34) month period of performance. The PBL program shall be implemented in two distinct phases; P hase I, Transition; Phase II, Full PBL Implementation. This is a fully integrated effort. Apache AH-64D Airframe Unique components are those components that are either manufactured or procured by the Contractor, which are found only on the AH-64D Longbow Apache helicopter. Except for Government Furnished Equipment (GFE), the PBL program contractor will be required to provide all other equipment, material, labor, facilities, technical support and screening, performance tracking of hardware and software, t o include technical publications and Integrated Electronic Technical Manuals (IETMs), and other logistical support resources and engineering services deemed necessary to support and sustain Apache Longbow Airframe D Unique Components. The specific PBL sup port services required of the PBL contractor will include depot-level component repair for highly complex items, below depot level repair support, system component support, unique consumable items supply, test equipment support, and the necessary supply / retrograde transportation infrastructure up to and including delivery of serviceable components to USG specified combat unit Supply Support Activities (SSA). This procurement is sole source to McDonnell Douglas Helicopter Company, doing business as McDonn ell Douglas Helicopter Systems (MDHC), a wholly owned subsidiary of The Boeing Company, Commercial and Government Entity (CAGE) Code 8V613, 5000 East McDowell Road, Mesa, AZ 85205. The authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Federal Acquisition Regulation (FAR) 6.302-1, entitled Only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. Only Boeing possesses the required maturity in the pertinent tech nologies and associated disciplines to perform this requirement. Additionally, the product support data required is not readily available to allow another source to perform on the program. Developing a second source would cause prohibitively significant delays and/or failures due to the enormous learning process involved and lack of technical support expertise available. As the current sole responsible source for product configuration management, MDHC is the only source possessing the knowledge of the mo st recent capabilities, interface requirements with the Apache Longbow weapon system. All responsible sources may submit a proposal, which shall be considered by the agency. Offerors are encouraged to contact The Boeing Company, for subcontracting opport unities on this effort.
