- NATIONAL INSTRUMENTS UPGRADE OF THE COMBUSTION FACILITY, AERO HIGH SPEED WIND TUNNEL FACILITY, SUPERSONIC WIND TUNNEL FACILITY, SYSTEMS VIBRATION FACILITY AND WAVESCOPE TEST FACILITY The solicitation number is FA8601-06-T-0117. The proposed contract is for National Instruments upgrade of data acquisition and control boards, which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is National Instruments. The supplies being purchased are as follows: One (1) licensed software upgrade, one (1) hardware upgrade. The government anticipates a sole source award to National Instruments for the following reasons: National Instruments software is currently used for data acquisition and control of the facilities in the Combustion Facility, Aero High Speed Wind Tunnel Facility, Supersonic Wind Tunnel Facility, Systems Vibration Facility and WaveScope Test Facility. To deviate from the software and hardware would be a major setback in the use of the facilities listed above. All the data acquisition and control software developed at AFIT will be used with the upgraded system hardware with little to no down time of these facilities. All the software and hardware are backward compatible which will be a seamless upgrade for each facility. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be faxed to Robin M.
