DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number DE-RQ26-06NT00614 is issued as a Request for Quote (RFQ). This requirement is being issued as a Request for Quotation using Simplified Acquisition Procedures. The following items are to be purchased by the U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA. Award will be made to the low priced, technically acceptable (equal) offeror. The following items are to be purchased: Equality shall be determined by the offered equipment???s compliance with the following performance requirements. Compliance will be determined by the offeror???s provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature. 1. MODEL 2537A MERCURY VAPOR ANALYZER WITH POWER SUPPLY, BENCH TOP USE, CALIBRATION BY MANUAL INJECTION WITH THE FOLLOWING SPECIFICATIONS: DETECTION LIMIT: <0.1 NG/M3 (FOR A 7.5 LITER SAMPLE) RANGE: 0.1 ??? 10,000 NG/M3 LINEARITY: 2% FLOW RATE: 0.5 ??? 1.5 LPM SAMPLE CYCLE TIME: 2.5 ??? 60 MIN RISE TIME>95%: WITHIN ONE CYCLE FALL TIME>95%: WITHIN ONE CYCLE INSTRUMENT WARM-UP TIME: 15 MIN POWER REQUIREMENTS: 100/120V, 220/240V, 50/60 HZ 200 VA MAX, 100 VA AVG. CONTINUOUS MEASUREMENT OF TOTAL GASEOUS MERCURY (TGM) IN AMBIENT AIR. CAPABLE OF UNATTENDED OPERATION FOR EXTENDED PERIODS. PRE-CONCENTRATION BY AMALGAMATION ONTO PURE GOLD COLLECTOR CARTRIDGES. THERMAL DESORPTION OF THE CAPTURED MERCURY IN AN INERT GAS ENVIRONMENT. DETECTION VIA COLD VAPOR ATOMIC FLUORESCENCE SPECTROPHOTOMETRY (CVAFS). ONE CARTRIDGE SAMPLES AND COLLECTS WHILE THE OTHER IS BEING ANALYZED, YIELDING CONTINUOUS SAMPLING OF THE INPUT STREAM. TOTAL SAMPLE VOLUME MEASURED BY HIGH-PRECISION MASS FLOW METER. TEMPERATURE CONTROLLED ULTRAVIOLET EXCITATION SOUCE WITH CLOSED LOOP OPTICAL INTENSITY CONTROL FOR OPTIMUM DETECTION STABILITY. SIMPLLE MENU-BASED OPERATION FOR MODIFICATIONS OF ALL OPERATIONAL PARAMETERS. INJECTION PORT FOR MANUAL CALIBRATIONS USING STANDARD GAS TIGHT SYRINGES. EVALUATION: The award will be made to the low priced, technically acceptable offer. An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is base on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance will be determined by the offeror???s provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature. INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification Number (TIN), Dun & Bradstreet Number (DUNS), and remit to address if different.
