Description

The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Biochemical Science Division, intends to negotiate and award a purchase order on a sole source basis under the authority of FAR 13.106(b)(1), with Agilent Technologies, Inc. of Wilmington, DE for service for Two (2) Liquid Chromatograph/Mass Selective Detectors (LC/MSD). Sole source determination is based on Agilent Technologies, Inc. being the sole manufacturer and sole authorized maintenance provider of the Two (2) Liquid Chromatograph/Mass Selective Detectors (LC/MSD). Therefore, Agilent Technologies, Inc. is the only source that can provide preventative maintenance for this equipment, as the technology is proprietary to the company. Agilent Technologies, Inc. does not authorize other companies to provide such a service. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by July 14, 2006 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
