Description
STATEMENT OF WORK FOR INSTITUTIONAL SUPPORT CONTRACT FOR THE USAID OFFICE OF FOOD FOR PEACE A. BACKGROUND The Office of Food for Peace (FFP) of the U.S. Agency for International Development?s Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA), provides administrative, technical and financial oversight for the Public Law 480 (P.L. 480) Title II program. Title II represents the largest amount of United States Government (USG) resources committed to global food insecurity, providing over $7 billion of assistance since 2001. FFP makes available Title II resources to private voluntary organizations (PVOs), international organizations (IO), primarily the World Food Program (WFP), and foreign governments to address food insecurity resulting from short term emergencies and longer term development problems in food deficit countries. Title II programs operate in an environment characterized by increased frequency and severity of natural and manmade disasters; the heightened diplomatic, military and humanitarian demands on the U.S., including the war on terrorism; and the destabilizing potential of HIV/AIDS, conflict, and increased numbers of refugees and internally displaced persons. Under the new FFP Strategy Plan for 2006-2010 (www.usaid.gov/hum_response/ffp), FFP has expanded its basic food security conceptual framework to make explicit the risks (economic, social, health and political risks as well as natural shocks) that impede progress toward improvements in food availability, access and utilization. Efforts to improve the measurement of Title II impact will continue under the new strategy. This will include activities to assess the impact of the program on the Millennium Development Goal (MDG) goal to reduce the prevalence of underweight children under five and improve the measures of food access and community coping capacity. FFP will also put more emphasis on knowledge management under the new strategy, expanding its knowledge of what works and why and using this knowledge to influence policy and improve program impact in the field. Under the new strategy, Title II programs will fall into one of two categories: Single-Year Assistance Programs (SYAPs) or Multi-Year Assistance Programs (MYAPs) (www.usaid.gov/hum_response/ffp). B. OVERALL OBJECTIVES The contractor will assist FFP to achieve its strategic objective through the realization of the following objectives: Objective 1: Assist in the planning, management, technical and administration support of PL 480, Title II grants and cooperative agreements. Objective 2: Provide technical support to the Program Operations Division for calls forward, procurement tracking, booking, shipping, budget analysis and presentations. Objective 3: Assist FFP to expand its training portfolio through assessing training needs, developing standardized training packages, modifying and/or developing technical training modules, organizing and implementing training sessions related to Title II food aid program implementation, monitoring and evaluation. Objective 4: Provide information support in the areas of report writing and material updates, as well as modify (or develop) and implement a public relations, communication and outreach strategy for FFP. Objective 5: Provide data and operational support. Objective 6: Provide any necessary administrative/clerical and travel support to DCHA/FFP daily operations. Objective 7: Support the planning and organization for Title II specific events, such as the Food Aid Consultative Working Group, and follow-up actions as necessary. C.
