- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. The Naval Surface Warfare Center Crane Division (NSWC Crane) has existing contract N00164-04-D-6636 with Coherent Systems International Corporation of Lexington Park, MD. The contract is a five-year, indefinite delivery, indefinite quantity contract for research and development related to electronics and communication equipment. NSWC Crane has an existing requirement for testing and logistics support related to equipment being developed and delivered by Coherent Systems. This requirement is anticipated to be 18 months in duration. The Government plans to meet this existing requirement by modifying existing contract N00164-04-D-6636 to add this to the scope of the contract and issue a task order against the contract to allow Coherent to perform the work. Other than full and open competition procedures will be utilized with Coherent Systems in accordance with FAR 6.302-1, only one responsible source for these services because the requirement is a follow-on effort to work being performed by Coherent Systems under the existing contract. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Coherent Systems International Corporation, 21945 Three Notch Road, Lexington Park, MD 20653-1563, under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Interested parties may respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
