Description
This is a combined synopsis/solicitation for application of Geographical Information System (GIS) technology to tasks in NOAA/National Marine Fisheries Service's (NMFS) Office of Habitat Conservation and including regional NMFS offices. These services will be acquired using simplified acquisition procedures, FAR Parts 12 and 13, as supplemented with additional information in this notice. This is a total Small business set-aside. The Government estimates that approximately $24,960.00 will be required for this work. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The following tasks are included with this requirement: 1. Coordination with Division Chief and interim Office IT Coordinator to organize GIS activities according to deadlines in FY06 Habitat Protection Divisions Communications Plan, shifting plans as necessary; 2. Representation at NMFS and NOAA GIS Committee meetings, as warranted by GIS meetings and associated tasks. 3. Completion of regional review and beta testing of essential fish habitat (EFH) point-and-click maps with text summaries for web distribution. Completion deadline September 2006, with interim deadlines to be established in consultation with NMFS OCIO. The Period of Performance for the completion of these tasks should not exceed six (6) months from Date of Award. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Offers will be evaluated based upon their approach, past performance and price. While these factors are relatively equal, they are listed in order of importance. Payment will be made on a monthly basis after receipt of proper invoices, which indicate number of hours worked for each task and accompanied by monthly progress report. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-07. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52-213-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov) and must provide a completed copy of the Offeror Representation and Certifications. All responsible sources with the necessary mix of GIS and web skills and with an understanding of NOAA/NMFS programs, including hardware and software programs may respond to this combined synopsis/solicitation with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7146, Silver Spring MD 20910, to be received no later than 1:00 p.m., July 19, 2006. Responses may be faxed to 301-713-0806 or emailed to Robin.Prather@noaa.gov. Responses must be no more than 10 pages. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
