Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-10. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible contractors may submit a quote. All interested quoters shall provide a quote for a Coaxial N-Type High Purity Germanium Gamma-Ray Detector. LINE ITEM 0001: Quantity of (1) each Coaxial N-Type High Purity Germanium Gamma-Ray Detector meeting or exceeding all of the following required specifications: 1. Must have useful energy range 3 kilo electron volts to 10 million electron volts; 2. Must have relative Photopeak Efficiency greater than or equal to 70 percent; 3. Must have Full Width at Half Maximum at 5.9 kilo electron volts less than or equal to 1.10 kilo electron volts; 4. Must have Full Width at Half Maximum at 1.33 million electron volts less than or equal to 2.3 kilo electron volts; 5. Must have Peak to Compton greater than or equal to 60:1; 6. Must have Full Width at one-tenth Maximum to Full Width at Half Maximum ratio less than or equal to2.0; 7. Must have Full Width at two hundredths Maximum to Full Width at Half Maximum ratio less than or equal to 3.0; 8. Must have Pre-amp with Signal to Noise ratio greater than or equal to 640; 9. Must have vertical cryostat; 10. Must have 30 liter Dewar; 11. Must have Detector Cool-Down Time less than or equal to 20 hours; 12. Must have low-background cryostat materials; 13. Must have inactive Germanium dead layer less than or equal to 0.3 micrometer; 14. Must have 0.6 millimeter Beryllium window; 15. Must fit in Nuclear Data Inc. shield Model G1212 FO Serial A88/11A on top of 2 inch shield and 2 inches foam pad; 16. Must have 1 year parts/labor warranty; 17. Delivery shall be 30 days after receipt of order. LINE ITEM 0002: INSTALLATION: The Contractor shall provide installation for the Coaxial N-Type High Purity Germanium Gamma-Ray Detector. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, turn key start-up, demonstration of specifications, and removal of all trash. The Contractor shall state the warranty coverage provided for the equipment. Please submit all questions in writing to: andrew.perry@nist.gov Delivery shall be FOB Destination. Delivery shall be completed no later than 30 days after receipt of order. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the quoter who: (1) Meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation; and (2) Quotes the lowest price. Quotes shall include the manufacturer, make and model of the products, manufacturer sales literature or other product literature which addresses all specifications, and CLEARLY DOCUMENTS that the offered products meet or exceed the specifications stated above. If paragraph (j) of the provision is applicable, a written submission is required. All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses Line Item 0001 and Line Item 0002, 2) A Description of the commercial warranty; and 3) one copy of the most recent published price list. All quotes should be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Andrew Perry, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 3:30 p.m. local time on July 12, 2006. E-MAIL QUOTES WILL BE ACCEPTED, however, must include all required information. Fax quotes shall not be accepted.
