Description
THIS MODIFICATION IS ISSUED TO CLARIFY: That this solicitation will be issued as "Full and Open Competition." The Environmental Protection Agency (EPA) wishes to acquire services for the assessment of potential risks, benefits, costs, economic impacts and other effects associated with the generation and management of hazardous and non hazardous solid waste. This is a follow-on to services performed by Industrial Economics, Inc. (IEC), Cambridge, Massachusetts under EPA contract number 68-W-02-007. The solicitation will be issued as a request for proposals (RFP) under solicitation number PR-HQ-06-13326 - using FULL and Open Competition Procedures. The contractor shall undertake efforts that include, but are not limited to: 1) Data and information collection, analyses and management for program evaluation; 2) Technical support in the development of methodologies and analytical models for analyzing costs, benefits, economic impacts, cost-effectiveness, and other impacts of waste-related regulations, policies and voluntary programs; 3) Outreach, peer review and training support services; 4) Ecological and human health risk analyses of waste handling practices and problems; and 5) Document preparation and revisions including but not limited to technical background documents, reports, white papers, reports to Congress, peer review documents, and user guides or manuals accompanying software products developed. A draft Performance Work Statement (PWS); EMRAD COI Clauses; and EMRAD Minimum Standards are located on the EPA's website at the following address: http://www.epa.gov/oamsrpod/hcsc/0613326/index.htm.. It is EPA?s intent to award one cost plus fixed fee, level of effort contract. This requirement will be solicited under full and open competition. The contract?s period of performance shall be for a one year base period with four one-year option periods. Prospective offerors are hereby notified that they must address and comply with the Conflicts of Interest (COI) concerns, provisions, and clauses in the RFP. It is anticipated that the solicitation release date will be on or after July 10, 2006, with a due date of 30 days after release of the solicitation. The purpose of the FedBizOpps announcement is to notify potential offerors of this requirement. To streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the RFP, any amendments, and other related items for this procurement will be posted at the EPA website listed above. Please continue to check this website for all further information regarding this procurement. Interested offerors are required to download the RFP and all related documents from the website listed above. Note: Offerors must only submit written electronic (email) questions during the proposal preparation period. It is requested that all questions be received fifteen (15) days after release of the solicitation to allow EPA adequate time to prepare and post responses to all Offerors questions at the EPA website provided above prior to the date and time set for receipt of proposals. EPA will continue to accept questions up to the closing time of the solicitation; however, a time shortage may not permit responses to questions received more than fifteen days after release of the solicitation. EPA will only respond to written electronic (email) questions regarding the solicitation, and post these responses at the EPA website listed above. Each question must include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification.
