- This procurement will be 100 percent small business set-aside. Offerors other than small businesses are also invited to submit proposals. If no acceptable offers are received from small business the set aside will be automatically dissolved and offers received from other than small business may be considered for award. The Naval Surface Warfare Center (NSWC) has a requirement for an Electromagnetic Velocity Gauge System built to existing drawings to be installed in a large cylindrical tank called the target chamber. NSWC currently uses either an 83 ?mm diameter powder gun or a 4? diameter light gas gun to propel a projectile that impacts a target placed in the tank. Reference materials for this system and a similar existing system installed at Los Alamos National Laboratory can be reviewed on the Indian Head Website under attachments, reference N00174-06-Q-0107. This commercial acquisition will be accomplished in accordance with FAR Parts 12 and 13. The applicable North American Industrial Classification System (NIACS) code is 334513. The FSC code is 5998. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notices and any/all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (EPS) site at www.ih.navy.mil/contracts or www.fedbizops.gov. No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents. All prospective offers must have a Commercial and government Entity Code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr.gov. In accordance with FAR 5.207, all responsible sources may submit a proposal, which shall be considered by the Agency. This notice does not obligate the Government to award a purchase order, it does not restrict the Government's ultimate approach, nor does it obligate the Government to pay for any proposal preparation costs.
