Description
The U.S. Army Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD intends to set aside for a Hub Zone contractor (Note 27) a Performance-based acquisition for sustainment information technology services support for the the U. S. Army Medical Research and Material Commands Theater Enterprise-Wide Logistics System (TEWLS). The TEWLS system is the newly developed medical logistics information system for the Army Medical Department and U.S. Army Medical Material Agency (USAMMA). The development of TEWLS is a combination of several U.S. Army Medical Research and Materiel Command (USMRMC) efforts re-hosting the Theater Army Medical Management Information System Medical Supply (TAMMIS MEDSUP) intermediate level supply system capabili ties into the USAMMA Revolution in Logistics (URL). TAMMIS MEDSUP is a legacy application supporting unit and retail medical logistics requirements used by fixed medical treatment facilities and deployable medical forces. TAMMIS MEDSUP currently operates in Division Medical Supply Offices, Combat Support Hospitals, Medical Logistics Companies, Medical Logistics Support Companies, and Theater Distribution Centers currently located in CONUS, Korea, Iraq, Qatar, and Germany. The TEWLS solution allows for a n ew division of business processes at the national, regional, and local levels of operations (for example customer vendor, catalog and inventory management functions should occur at the national and regional level while physical storage and distribution pr ocesses occur at the local level). Re-hosting of TAMMIS intermediate level Class VIII capabilities into Enterprise Resource Planning (ERP) solution using System Application Products (SAP) software, building from the existing USAMMA Revolution in Logistics (URL) ERP information system will enable organizations to continue supporting medical mission support requirements to the war-fighter. As the Armys medical logistician, USAMMAs core mission is to provide medical acquisition logistics support, medical materiel meeting force projection and sustainment requirements, and serve as the Service Item Control Center for medical materiel. The ini tial URL information system is the Armys medical logistics modernization and transformation initiative that implements ERP solution Commercial off the Shelf (COTS) software from SAP AG. The URL complements logistics modernization efforts on going at the D efense Logistics Agency (DLA) for Business System Modernization the Army in their Single Army Logistics Enterprise initiative (LMP, PLM+, GCSS-Army/Tactical) and the Navy in their Convergence effort (Cabrillo, Smart, Sigma, and NEMAIS). The URL ERP effort began in February 2001 in a phased implementation as a means to adapt commercial best business processes in supporting USAMMAs Assembly Management processes. TEWLS Release 1 provides data harmonization and synchronization of purchasing/materiel data eleme nts inside USAMMA, USAMMCE, 6th MLMC, DSCP, and CENTCOM units, (i.e. medical distribution units, Combat Support Hospitals, and Division Medical Supply Operations) and linking it with USAMMAs Business Intelligence/Business Warehouse (BI/BW) using SAP Maste r Data Management (MDM) and NetWeaver tools. Release 1 also provides the ability to turn-off TAMMIS capabilities at the 6th MLMC by reconfiguring the existing SAP System URL in order to include the following functionality: - USAMMCEs Production, Assembly, Reconstitution, Disassembly System (PARDS) assembly management business processes. - the ability to accept and process funded customer orders. - The ability to process financial transactions with the Defense Working Capital Fund (DWCF) and the Armys Standard Financial Management system (STANFINS) through the Operational Data Store (ODS), as well as the Army Single Stock Fund (ASSF) - The ability to process purchase orders into the Armys Standard Procurement System (SPS) (i.e.process a credit card or local purchase request) . - Enterprise management of customer, vendor, financial, and catalog data.
