Description
The U.S. Army Corps of Engineers New York District intends to issue an Invitation For Bid (IFB) to award a firm fixed price contract for Renovation of 28 senior non-commissioned officers historic three bedroom, duplex family quarters. Work includes i nstallation of central air conditioning and upgrade of heating system, abatement of lead based paint and asbestos, repair plaster walls/ceilings, paint entire quarters, install passive radon system, repair/replace/upgrade plumbing, fire protection and enti re electrical system including energy efficient lighting to meet current codes and safety standards, and renovate bathrooms to include fixtures, walls and flooring. All previously finished wood surfaces to be repaired/refinished including floors, steps, m olding and doors, repair and rehabilitation of window/screen units. Renovate kitchens to include new cabinets, solid surface countertops, sinks and faucets; refrigerator and range/oven, cabinetry and associated hardware. Repair/replace gas lines gas line s, sanitary sewer and water laterals to mains, landscape, add trash enclosures, repair/replace sidewalks and pave driveways. The selected contractor will be required to commence work within five (5) calendar days after date of receipt of the notice to proceed, to prosecute said work diligently and to complete the entire work ready for use no later 500-calendar days after the rec eipt of the notice to proceed. This project is being solicited as an 8(a) COMPETITIVE procurement. The applicable NAICS Code is 236118 with a Small Business Size standard of $31,000,000 The SIC Code is 1522. The estimated price range for this project is between $5,000,000 and $10,000,000. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the Internet and CD-ROM. Paper copies of t his solicitation, and amendments, if any, will not be available or issued. All vendors who want to access solicitations will be required to register with Central Contractor Registration (CCR) (www.ccr.gov) and Federal Data Technical Solution (FedTeDS) (www.fedteds.gov). Prospective contractors must be registered in the Departmen t of Defense CCR database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. The new system called Federal Technical Data System (FedTeDS) is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal Agencies. There will be no automated email notification of amendments. To keep informed of changes, please check FedBizOpp s frequently. Some contractor tools are the following: 1) Register to receive Notification & Register as an Interested Vendor in FedBizOpps. 2) Utilize the Vendor Notification Service in ASFI. A hyperlink posted in FedBizOps will direct vendors to FedTe DS to download solicitations, Plans, Specifications and amendments. Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed. Utilization of the internet is the preferred method, however CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will not deliver to P.O. Boxes ), telephone and facsimile number (including area codes).
