Description
The U.S. Army Corps of Engineers, Huntsville Center intends to award this requirement as an 8a small business set-aside. This course provides insight into Native American beliefs and values that can enhance Corps or Federal management effectiveness and help provide leadership necessary for organizations to succeed. The workshop will allow the Tribe to explain their cultural values, attitudes, assumptions, and expectations as these issues relate to their Tribal beliefs concerning natural and cultural resources. This course serves two primary purposes. The first purpose is the need to develop principles and values necessary to evaluate Federal agency actions in light of sustainability and environmental concerns. The second purpose is to allow tribes a nd tribal members to share their knowledge and experience of sustainable living, and develop a better understanding of their cultural, spiritual, and environmental beliefs so Federal agencies can more effectively accomplish the trust/governmental responsib ilities associated with Native Americans. It is anticipated that a firm fixed price award will be executed in accordance with Federal Acquisition Regulation (FAR) 12. One base year is contemplated. The Government intends to solicit and negotiate this requirement as a competitive small business 8a requirement. Interested persons may identify their interest and capability to respond to the requirement and submit a proposal. Any proposed course should currently exist in the commercial market place and meet the requirements herein. In addition, proposed instructors shall meet the education and experiences requirements shown below. All technically acceptable proposals received not later than 2 p.m. on 28 Jul 2006 Central Day Light Time, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. This requirement is to provide a training course in Native American Environmental/Cultural Resources Training, Course Control #950. Students in this course will gain an understanding of the Environmental Operating Principles(EOP) and how to implement them in their day-to-day work as environmental resource planners. The EOPs include: Strive to achieve Environmental Sustainability. An environment maintained in a healthy, diverse, and sustainable condition is necessary to support life; Recognize the interdependence of life and the physical environment. Proactively consider environmental consequences of Corps programs and act accordingly in all appropriate circumstances. Seek balance and synergy among human development activities and natu ral systems by designing economic and environmental solutions that support and reinforce one another.; Continue to accept corporate responsibility and accountability under the law for activities and decisions under our control that impact human health and welfare and the continued viability of natural systems.; Seek ways and means to assess and mitigate cumulative impacts to the environment; bring systems approaches to the full life cycle of our processes and work.; Build and share an integrated scientific, economic, and social knowledge base that supports a greater understanding of the environment and impacts of our work.; Respect the views of individuals and groups interested in Corps activities; listen to them actively, and learn from their perspective in the search to find innovative win-win solutions to the Nations problems that also protect and enhance the environment. In addition, the student will gain an understanding and values necessary to make decisions about cultural, tribal, and environmental i ssues. The student will learn to respect and value the environment and to make better, more informed decisions about the environment, cultural resources, and tribal issues, will be provided experience in how to recognize a cultural site through ha nds on activities that are conducted in natural settings consistent with indigenous practices, and acquire skills through this training experience that will help the trainee in all aspects and phases of environmental responsibilities (from early planning t hrough operation and maintenance). Course length is 32 hours or 4 days. Course Date and location is: FY 06, for sessions Session 06-01, 4 October 2005 with the Location of contractors tribal native lands. Offeror must provide instructors who have experience in administering and instruc tion of a short course of instruction of Native American Environmental / Cultural Resources Training and have the facilities available to instruct a minimum of 25 students. Each instructor shall have at least three years experience, during the last ten years in the following: Native American Environmental/Cultural Resources Training Course Control #950, Proposed Dates: 3-6 October 2006, or similar Native American Environmental / Cultural Resources Training Course. Teaching Experience In addition each instructor shall have taught within the last three years not less than 300 hours of classroom instruction in Native American Environmental/Cultural Resources Training Course Control #950 or similar Native American Environmental / Cultural Resources Training Course. Award will be based upon best value to the Government. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Factor One: Work Experience. Each instructor shall have at least three years experience, during the last ten years in teaching a Native American Environmental/Cultural Resources Course that provided an understanding of the Environmental Operating Principles and how to implement them in the students day-to-day work as environmental resource planners as specified in the Statement of Work; gain an understanding and values necessary to make decisions about cultural, tribal, and environmental issues/ (2) Factor Two: Teaching Experience. Each instructor shall have taught within the last three years not less than 300 hours of classroom instruction in a Native American Environmental/Cultural Resources Course. (3) Factor Three: Past performance. (FAR 15.304) Each Offeror will submit 3 contract numbers, contact points, telephone numbers, email address, facsimile, and cell phone, when available, in order to verify past performance. (4) Price will be not be evaluated; however, price must be determined as fair and reasonable (5) The relative order of important of the evaluation factors are as follows: Work Experience and Teaching Experience are equal in weight or of relative importance to each other. Work Experience and Teaching Experience are more important than past performance. Work Experience, Teaching Experience, and Past Performance are more i mportant than price. Note, however, as technical scores become closer, price becomes more important. Therefore, technical and past performance, when combined, are significantly more important than price.
