Description
R-1. CONTRACT INFORMATION: One Engineering contract will be awarded to a small business firm for the development and calibration of a 250 foot grid Flood Routing Model (FLO-2D?) along the Rio Grande from Cochiti Dam to the headwaters of Elephant Butte Reservoir, New Mexico. This contract will be procured in accordance with Pl 92-58 2 (Brooks A-E Act) and FAR Part 36. The value of this contract is expected to be less than $100,000. The anticipated award date is August 2006. This procurement is 100% set aside for Small Business (NAICS 54133). The wages and benefits of service emplo yees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registra tion (CCR). Register via the Internet Site at www.ccr.gov. 2. PROJECT INFORMATION: The work will include incorporation of existing Government furnished digital, topographic and aerial photographic data currently available for the river corridor, accomp lishment of field cross-sections of the river channel in the Los Lunas to Belen Reach, coordination with landowners to obtain levee elevations, development and calibration of a Flood Routing Model (FLO-2D?), and report preparation. 3. SELECTION CRITERIA : See Fed Biz Ops Note 24 for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria ( a) through (e) are primary. Criteria (f ) and (g) a re secondary and will be used as 'tie-breakers' among technically qualified firms. a. Demonstrated Specialized Experience and Technical Competence in: 1) hydrology and hydraulic design in the Middle Rio Grande Basin, 2)hydrologic and calibration applica tions of the 2-dimensional flood routing model program FLO-2D?, 3) the ability to create digital elevation models utilizing digital, topographic and aerial photographic data, and 4) surveying to include bathometric river cross sections and spirit levels . b. Qualified Professional Personnel in the following disciplines: Firms must be able to provide expertise in Civil Engineering (Hydrology and Hydraulic), Engineering Technician, GIS Technician and Field Surveyor. The Civil Engineering expertise must be a registered professional engineer, have extensive hydrologic and hydraulic experience on the Rio Grande, and be knowledgeable with developing data for, and calibrating, FLO-2D? modeling software. The Engineering Technician must have experience with riv er hydrology and hydraulic projects. The GIS Technician must have experience with the COE protocols for metadata. The firm must also be able to provide digital data in GIS ArcInfo format. c. Past performance on DOD and other contracts in terms of cos t control, quality of work, and compliance with performance schedules will be evaluated. d. Capacity: The firm must demonstrate the capacity and capability to complete the work within 90 calendar days from award of the contract. e. Knowledge of the Loc ality: Firm's knowledge of the hydrology and hydraulics of the Middle Rio Grande will be a consideration. f. Location: Physical location of the Engineers office to perform the work, relative to Albuquerque, New Mexico, will be evaluated. g. Volume of DOD contract awards in the last 12 months will be considered as described in Note 24. 4.SUBMISSION REQUIREMENTS: See note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 3 30 'Architect Engineer Qualifications' for the prime firm and all consultants to the above address not later than the close of business on the 15th day after the date of this announcement. If the 15th day is a Saturday, Sunday or Federal Holiday, the dead line is the close of business the next business day. Solicitation pack ages are not provided. The solicitation number is W912PP-06-T-0040. Only data furnished by the responding firm on the SF 330 will be considered in the selection process. Responding firms are requested to clearly identify tasks to be performed in-house and tasks to be subcontracted. In addition, firms shall prepare a Part II of the SF330 for each branch office and subcontractor office that will have a key role in the proposed contract. The SF 330 should specifically address the requirements of this ann ouncement. Responding firms are requested to summarize their Quality Management Plan and identify all relevant computer and equipment capabilities in Block H of the SF 330. Firms shall include only 10 PROJECTS TOTAL in Block F of the SF 330. FIRMS SHALL LIMIT BLOCK H OF THE SF 330 TO NO MORE THAN 10 PAGES. The POC is Linda J Anderson (505) 342-3451.
