- The Contracting Center of Excellence intends to negotiate a sole source award with: John Hopkins University-SAIS (JHU-SAIS) Baltimore, MD to conduct a study examining the main political forces and factions in Uzbekistan today and the social and econ omic forces underlying them. This study will also look at how these factions and forces influence President Karimov and impact relations between the United States and Uzbekistan. The study will also recommend strategies for the Department of Defense, and other US government agencies, to engage positive forces and to avoid becoming co-opted by negative forces This announcement is in accordance with FAR 5.101(a) (1).
