- This is a Pre-Solicitation Synopsis for the acquisition of Repair Prep School Roads & Parking at the United States Air Force Academy located in Colorado Springs, Colorado. This acquisition will require the contractor to furnish all personnel, equipment, tools, materials, supervision and other items and services necessary to accomplish this project. All work shall be accomplished in accordance with requirements contained in the Drawings, Specifications and the Statement of Work for Construction. This project consists of repair of existing parking lots located within the Prep School area. Existing asphalt depths vary from 2 ? -3 ? inches and base course depths vary from 0 to 4 inches. Pavement recommendations require 3 inches of asphalt over 6 inches of base course. In addition to repair of the parking lots is the reclamation or gating of parking located within the Force Protection Zones adjacent to buildings. Force Protection Zone parking lot reclamation will involve the removal of any dumpster enclosures located within the zone and relocation of light poles, sidewalk extensions and storm inlets. The acquisition is a non-commercial, firm fixed price construction contract. The magnitude of the acquisition is between $500,000 to $1,000,000. The contract would be awarded to one vendor as a firm-fixed price contract. The solicitation information will be posted on the electronic Posting System (EPS) at www.fbo.gov. Request for proposal FA7000-06-B-0009 and applicable specifications and drawings will be posted on or about 20 July 2006. No hard copies will be available. This acquisition will utilize Invitation for Bid procedures under FAR Part 14 for sealed bidding. A bid guarantee will be required at opening. Pursuant to FAR 19.10, this project is being solicited unrestricted in accordance with the Small Business Competitiveness Demonstration program. HUBZone, 8(a) and Service Disabled Veteran Owned business concerns are encouraged to submit bids. The anticipated North American Industries Classification System (NAICS) code is 237310 Highway, Street, and Bridge Construction and the Small Business Administration (SBA) small business size standard is 31M. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423. Pursuant to Air Force Federal Acquisition Regulation Supplement (AAFARS) Ms. Isabel L.
