Description
This is a Pre-Solicitation Synopsis for the acquisition to Repair Kettle Creek Dry Dam at the United States Air Force Academy located in Colorado Springs, Colorado. This acquisition will require the contractor to furnish all personnel, equipment, tools, materials, supervision and other items and services necessary to accomplish this project. All work shall be accomplished in accordance with requirements contained in the Drawings, Specifications and the Statement of Work for Construction. This project consists of rehabilitation of the existing structural components of the Kettle Creek Dry Dam. These components include, but are not limited to, the intake structure, the concrete pressure conduit, and the baffled chute drop structure. A new sloping concrete trash rack is proposed on the upstream face of the existing trash rack. The new trash rack will consist of high strength concrete beams which are sloped vertically and horizontally to promote debris movement up and to the sides of the trash rack. The entire conduit should be cleaned of silt and debris prior to construction to provide a better work environment to perform the rehabilitation inside the conduit. In addition, all existing joints are proposed to be rehabilitated as necessary. The existing baffled chute drop structure will be repaired with a combination of high-strength concrete overlay and HDPE lining for erosion protection. The acquisition is a non-commercial, firm fixed price construction contract. The magnitude of the acquisition is between $500,000 to $1,000,000. The contract would be awarded to one vendor as a firm-fixed price contract. The solicitation information will be posted on the electronic Posting System (EPS) at www.fbo.gov. Request for proposal FA7000-06-B-0010 and applicable specifications and drawings will be posted on or about 20 July 2006. No hard copies will be available. This acquisition will utilize Invitation for Bid procedures under FAR Part 14 for sealed bidding. A bid guarantee will be required at opening. Pursuant to FAR 19.10, this project is being solicited unrestricted in accordance with the Small Business Competitiveness Demonstration program. HUBZone, 8(a) and Service Disabled Veteran Owned business concerns are encouraged to submit bids. The anticipated North American Industries Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction and the Small Business Administration (SBA) small business size standard is 31M. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423. Pursuant to Air Force Federal Acquisition Regulation Supplement (AAFARS) Ms. Isabel L.
