Description
The 90th Contracting Squadron, F.E. Warren AFB, WY intends to issue a Request for Proposal (RFP) for acquisition of Launch Control Center (LCC) Water System Improvements. The Government is soliciting for the award of a Firm-Fixed Price contract. This acquisition is a HUBZone Set Aside. This acquisition is subject to the North American Industry Classification System (NAICS) code of 238220 and Standard Industry Classification (SIC Code) 1711, with a size standard of $13.0 million. This project consists of furnishing all necessary plant, labor, supervision, materials, licenses, permits, insurance, transportation, and equipment to improve the LCC water system. The work includes, but is not limited to, prefabrication of steel equipment panels that include a new electric water heater, pressure tank, flush valve, water filter and associated mounted piping. The panels will attached to the wall as a unit and connect to existing piping; prefabricate sections of stainless steel pipe with socket-welded and flanged connections; removal of existing equipment and install new replacements in no more than six hours on site. The work will be accomplished at 15 remote sites that are located in parts of 3 states: Colorado (Weld and Logan Counties); Nebraska (Kimball, Banner, and Cheyenne Counties); and Wyoming (Laramie County). Magnitude of this project is between $250,000 and $500,000. The evaluation technique to be utilized for the contemplated award of the issued solicitation is Performance Price Trade-Off (PPT). Under PPT, past performance will be evaluated. The Government anticipates the issuance of the Request for Proposal in July 2006. The target award date is September 2006. Potential offerors are responsible for monitoring this site for release of the solicitation package. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. There will not be paper copies of this solicitation available. The RFP will be released using the Electronic Posting System (EPS) available at http://www.fbo.gov. All solicitation information may be obtained through the above referenced website. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
