- Seeking sources with which to establish a Blanket Purchase Agreement (BPA) for commercial dry cleaning services for a USAF maintenance facility. Services required by this BPA include: 1. Provision of highly absorbent fabric shop towels and rags, and oil-only absorbent pads, cloths, mats, etc.; 2. Delivery / pick up. Absorbent towels and pads will be delivered in contractor owned, clean, locking ring 55-gallon drums; and 3. Dry cleaning. A Statement of Need will be made available to all interested parties upon request. Contractor should be aware that as part of this BPA the dry cleaning methodology utilized by the vendor must meet specific environmental criteria as outlined: 1. The dry cleaning methodology must be a ?closed-loop distillation? dry cleaning process that removes organic contaminants from used absorbent materials and processes them for commercial resale, or reuse. 2. The ?distillation? process must recycle the absorbent materials utilizing a dry cleaning process that uses solvents that are less toxic (e.g. mineral spirits) than the standard dry cleaning agent perchlorethylene or any other EPA-17 chemicals. 3. Fluids extracted from the used absorbents shall be processed through a distillery that captures all of the fluid components that are recycled onsite and reused or made into new commercially salable products. No distilled fluids shall be manifested as hazardous waste or transported from the facility as solid waste. Fluids recycled shall go back into the dry cleaning process. 4. No absorbent materials shall be manifested as hazardous waste or transported from the facility as waste for any reason, nor disposed of as solid waste. The contractor shall not transfer the contaminants from the absorbent to another media, as would result from water-based laundering; rather, the Contractor shall fully recycle the used absorbents. 5. Cleaned absorbent materials shall only be resold, reused or shredded and used to make new products, or sent to a manufacturer that uses the shredded materials for other absorbent products (e.g. absorbent booms).
