Description

The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1) with Cryomech for a remote motor cryorefrigerator with the following specifications: 1. Pulse tube cryocooler. 2. Must have 700 mW or more of cooling power at 4.2 K. 3. Must have unloaded base temperature of 2.8 K or below. 4. Must have remote valve. 5. Gas line connecting remote valve to cold head must be at least 2 feet. 6. Gas lines connecting remote valve to compressor must be at least 20 feet. 7. Must have vibration minimization device (spring loaded bellows or other design) on 300K flange. 8. Control circuitry for pulse tube must be low noise and compatible with sensitive low temperature electronics. 9. Optimal operating frequency must be 1.1 Hz. 10. Must provide detailed dimensional drawings. Unit should also satisfy the constraints listed in items A through E. However, final approval requires a full review of vendor-supplied drawings so that physical compatibility with NIST dewar design can be verified. A. Total length must be 563.5 mm or less. B. Length below 300K flange must be 334 mm or less. C. Diameter of 300K flange must be 178 mm or less. D. Diameter of 1st stage flange must be 121 mm or less. E. Diameter of 2nd stage flange must be 86 mm or less. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). Based on market research, Cryomech is the only vendor who can meet the specifications of this procurement. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
