- The South Dakota Natural Resources Conservation Service has a requirement for the digitizing of numerous certified wetland determinations. This is a 100 percent set aside for small business. The applicable NAICS code is 541990 with a small business size standard of $6.0 million. Originally all of the certified wetland determinations were archived on official USDA maps, which were administered by the Farm Service Agency. The use of Geographic Information Systems and the Paper Reduction Act has made hard copy official USDA maps obsolete. Currently digitizing of the certified wetlands is being done on a sporadic basis. The FSA no longer keeps hard copies of the official USDA maps thus the need for the NRCS to have this information digitized. The determinations must be captured within 10 meters of source material at a 95% confidence level. (Please refer to the Statement of Work included as Attachment A to the Solicitation Package for further information as to the specifications required to complete the work.) The estimated number of tracts to be digitized are as follows: Area 1 - 3400 tracts; Area 2 - 1400 tracts; and Area 3 - no estimate is available. The Government anticipates the award of a firm fixed price, indefinite delivery-indefinite quantity contract. The performance period will be from August 1, 2006 to September 30, 2007. The Government reserves the right to make multiple awards for this work. Quotes should reflect the price to complete the work on a per tract basis. Offerors should indicate the area of preference for which they wish to be considered. Areas are noted in the Statement of Work/Specifications included as Attachment A in the solicitation package. All quotes are due no later than July 17, 2006 at 5:00 p.m. Central Time. When submitting a response, please indicate the areas in which you have an interest. Responses should include the qualifications of personnel and description of materials, equipment and services to perform the tasks identified in Attachment A of the solicitation package.
