Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additonal information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (FAR 12.603?(2)(i)). The Naval Special Warfare Development Group, 1636 Regulus Ave, Virginia Beach, Virginia 23461-2299 has a potential requirement to procure the following: Clin 0001 Off road/high speed rally driving course for the period Aug 21-24 2006, for ten students, location vendor?s facility. Training to include the following three instructors and a minimum of three vehicles for day and nighttime driving skill development. Daily training will include one hour of classroom instruction and a minimum of five hours on driving, navigation, and observation. Advanced rally driving techniques need to increase student confidence and develop a reflexed response to emergency situations; they include: vehicle dynamics, the five types of skids, high-speed obstacle avoidance, high center of gravity, and proper read and response to adverse road conditions, utilizing standard FWD, RWD, 4WD rally cars with up to 160 HP on the first three days, and on subsequent days will use all types of sedans, SUV?s and pickup trucks. Fourth day will be schedule after evaluating the previous days progress and group?s needs. Rally driving will be on unpredicatable surfaces, narrow, unknown roads, and sudden surprises. Clin 0002 Same as clin 0001 for the time period Aug 28-31 2006 for ten students. The solicitationis being issued as a Request for Proposal (RFP); solicitation number is H92244-06-R-0098 is anticipated to result in a Firm Fixed Price (FFP) contract. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-10 28 Jun 2006. North American Industrial Classification Code (NAICS) 611692, size standards $6.0 applies to this procurement. The DPAS rating for this procurement is DO. This procurement is a small business set-aside. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price or best value. The prospective offeror must be registered with the Central Contractor Registration (CCR) website at http://www.ccr.gov to be considered for award. Number note #22 applies.
