- DESCRIPTION: This is a NOTICE OF INTENT to negotiate on a sole source basis. SSA intends to negotiate solely with TIS America, Inc., 591 North Avenue, 3 Lakeside Office Park, Wakefield MA, 01880, for eFlow Freedom Software, under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) ???Soliciting from a Single Source.??? SSA needs one (1) copy of this software, which include 3 FreeProcessing stations (OCR), 2 FreeMatch stations, 2 Freedom Completion stations and 3 Elite engine package ??? 100cps (AEG, Recostar, JustICR), and 12 months of maintenance, in order to enhance the current scanning process. The product is the only one capable of reading formatted documents in free-form which is also compatible to the TIS software currently being used by SSA for document scanning. Other similar software products were considered, but those will not interface with current scanners and software in which SSA has a substantial investment of time and money. The place of performance is Social Security Administration, 1150 East Mountain Blvd, Wilkes-Barre, PA 18702. The period of performance is 12 months from date of acceptance by the government. In addition to allowing SSA to improve its scanning processes, the order will provide ongoing maintenance support. TIS is the only source known to the government that is capable of providing software capable of providing these enhancements and the ability to interface with current system. This is a Notice of Intent only, not a solicitation. When responding to this announcement, respondents should refer to TIS???s eFlow Freedom Software products. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with Office of Management and Budget (OMB), Office of Federal Procurement Policy (OFPP) memorandum dated April 17, 2006 regarding the publication of Brand Name Justifications, the solicitation, to be issued to TIS America only, along with the corresponding justification is being published and will be available via FedBizOpps on or about the time this announcement is published.
