- NASA/GSFC has a requirement for PROTON BEAM TIME AND FACILITY SUPPORT IN SUPPORT OF NASA/GSFC'S RADIATION EFFECTS RESEARCH FOR THE NASA ELECTONIC PARTS AND PACKAGING (NEPP) PROGRAM, AS WELL AS OTHER FLIGHT PROJECTS. Specific requirements exit and these requirements have been uploaded with this solicitation. NASA/GSFC intends to purchase these services from THE INDIANA UNIVERSITY CYCLOTRON FACILITY (IUCF), INDIANAPOLIS, IN. IUCF is the only vendor who meets all of our requirements. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The procurement will be processed using FAR Part 13 Simplified Acquisition procedures, and the Government intends to solicit and negotiate with only one source, but quotes timely received by the response date will be considered. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to YOLANDA WILLIAMS at Yolanda.A.Williams@nasa.gov, or fax at 301-286-8371, no later than JULY 12, 2006, and must include the solicitation number. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All contractual and technical questions must be in writing via email (email preferred) to Yolanda.A.Williams@nasa.gov or fax at 301-286-8371, no later than July 5, 2006. Telephone questions will not be accepted. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
