Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for services to initiate and train DoD personnel from all combatant commands, services and certain governmental agencies on the classified Secret applications: Common Operational Picture-Joint (COP-J) and Integrated Imagery and Intelligence (I3). Services will be required for a period of one year from date of contract award. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Systems Research and Applications (SRA) Corp., Fairfax, VA for this requirement. The work to be performed is integrally related to the work that SRA has performed and continues to perform in the installation and configuration of the Global Command and Control System-Joint (GCCS-J) computer systems under contract FA4452-03-C-0001. Under contract FA4452-03-C-0001, SRA is also responsible for the provision of GCSS, Joint Deployment Process, Defense Transportation System and JOPES training. It would be impractical for a contractor other than SRA to provide training on the COP-J and I3 applications while SRA retained responsibility for training on the other applications previously listed. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 611699 and the small business size standard is $6.5 million. Numbered notes 22 and 26 apply.
