- Description
- The Bureau of Land Management (BLM) anticipates awarding a contract on a sold soruce basis to The Colorado State University (CSU). The CSU shall provide consultation and technical assistance to the BLM and shall design and develop a prototype Research Permit and Reporting System. The prototype shall be web-based and include a public and internal interface. The prototype shall facilitate the delivery, processing, and tracking of electronic permit applications, issued permits, and Investigator's Annual Reports (IARs). Software features shall include auto-messaging; profile maintenance; public notices (research priorities and unit-specific permit conditions); notification of requirements, procedures, guidelines, and established permit conditions; and secure BLM administrative accounts that meet DOI requirements for password controls. The Prototype shall be developed on an NPS platform, and staged on a BLM platform. NPS and BLM shall insure this works technically. The prototype shall be capable of efficiently receiving and tracking a minimal of 5000 applications, 5000 permits, and 5000 accomplishment reports each year. The prototype shall be capable of accommodating at least thirty concurrent users. The software code, database structure, and documentation comprising the prototype shall be transferred to BLM. THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSE ONLY: NO COMPETITIVE RFQ WILL BE AVAILABLE. This award will be made on or about the 7th calendar day from the date this announcement appears. The NAICS code for this acquisition is 541511 Interested vendors may identify their interest and capability to respond. However, all responsible sources may submit a bid within seven days of the date of the publication of this announcement, which will be considered by the Government. A determination not to continue with the acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
