- The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services for Fort Polk, LA. The proposed contract is for a base year with four one-year options. The local exchange services provider, certif ied by the state of Louisiana, shall provide local commercial communications service for Fort Polk which shall include, as a minimum but not limited to, local access for commercial subscriber lines, digital access trunks, directory number and number portab ility. All responsible sources may submit an offer that shall be considered. Sources responding to this requirement must indicate in writing, whether they are a large, small, disadvantaged and /or women-owned business. For this acquisition, a concern w ill be considered small under SIC code 4813 with size standard of 1500 employees NAICS 517110. This requirement shall be a commercial, fixed price type contract. Solicitation is anticipated to be released on or about 27 June 2006. Proposals will be du e at 3:00 PM MST, 28 July 2006. (Arizona does not participate in daylight saving time). The solicitation can be viewed and downloaded from the Army Single Face to Industry(ASFI) Acquisition Business Website. The Government will co nduct a preproposal conference and site visit on 6 July 2006 in building 4416 Louisiana Street, Fort Polk, LA. It is recommended that prospective offerors attend this conference. The conference will be from 3:00-4:00 pm (approximately) and will be foll owed by a site visit (if necessary). Offerors planning to attend are required to notify the specialist listed below, in writing, of all attendees names (not to exceed three per company, prior to 3 July 2006 Security information and directions will be p rovided at that time. An e-mail response to basecom@netcom.army.mil is acceptable. Questions prior to the conference must be received before 3 July 2006. Questions generated as a result of the preproposal conference must be sent to basecom@netcom.army.m il, by 21 July 2006. Written responses to offeror-generated questions will be provided to all Offerors.
