Description
The USDA Forest Service, National Forests in Florida has a requirement for Indefinite Delivery/Indefinite Quanties (IDIQ) of various types of limerock aggregate hauled and tailgate spread on various Forest Service roads within the boundaries of the Apalachicola National Forest. The estimated types of limerock are: (1) FDOT certified limerock base (no shell material); (2) FS Modified #5 limerock aggregate, and (3) #8 minus limerock aggregate. For ease of cost estimating the Forest is divided into 2 zones. Zone one covers the Wakulla Ranger District, Leon and Wakulla Counties, FL and Zone 2 covers the Apalachicola Ranger District, Liberty and Franklin Counties, FL. All limerock MUST come from FL DOT certified quarry. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This Solicitation identified as RFQ AG-4283-S-06-0024 is issued as a Request for Quotations. The announcement constitutes the only solicitation; quotes are being requested and no written solicitation will be issued. DESCRIPTION OF REQUIREMENT: Quoters will state, based on the Zone where material will be delivered, the price per ton, including hauling and spreading, the the following items: Line Item 01-FDOT Limerock Base hauled and tailgate spread; Line Item 02-FS modified #5 limerock aggregate, hauled and tailgate spread; Line Item 03-#8 minus limerock aggregate, hauled and tailgate spread. DELIVERY: Deliveries are to be made beginning upon award and no orders will be placed later than September 30, 2007. Exact directions to project locations will be given after contract award with each delivery order. SUBMISSION OF QUOTES: Submit quotes to the office specified in this Solicitation on or before the exact time specified in the Solicitation. As a minimum, quotes must show: (1) Solicitation No.; (2) Date and time specified for receipt of quotes; (3) Name and address of offeror on company business letterhead or form no later than close of business July 14, 2006. Address quote to Attn: Contracting Division, National Forests in Florida, 325 John Knox Road, Suite F-100, Tallahassee, FL 32303; (4) Price and any discount terms; (5) Remit to address, if different than mailing address; (6) Completed copy of the Representations and Certifications at FAR 52.212-3; and (7) Acknowledgement of any Solicitation amendments. No Faxed or late quotes will be accepted. Quotes received after due date will be rejected. Provide quote by Zone and by line item per ton with haul and spread included in price. Quotes MUST indicate quarry source. Quotes will be evaluated based on price (including haul and spread), and capability of item to meet agency needs. Orders will be placed as needed throughout the contract period. The initial contract period is award date thru September 30, 2006, with optional contract period, at the sole discretion of the Government, of October 1, 2006 thru September 30, 2007. NOTE: More than one contract award may result from this Solicitation with a minimum guaranteed purchase of $5,000 to each awardee. No more than $500,000 will be paid to a single awardee. Delivery orders will be evaluated on (1) price, and (2) availability at time of need by the Government. PROVISIONS AND CLAUSES: (a) The contractor shall comply with the following FAR clauses which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial items: (1) 52.233-3, Protest after Award (AUG 1996)(31 U.S.C. 3553), (2) 52.233-4, Applicable Law for Breach of Contract Claim (OCT 2004)(Public L. 108-77, 108-78), (b) The Contractor shall comple with the FAR clauses in this paragraph (b) that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive Orders applicable to acquisition of commercial items: 52.204-7 Central Contractor Registration (OCT 2003), 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items (MUST BE SUBMITTED WITH QUOTE); 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.216-18, Ordering; 52.216-22 Indefinite Quantity; 52.216-27 Single or Multiple Awards; 52.217-9 Option to Extend the Term of the Contract; 52.217-5 Evaluation of Options; 52.222-26 Equal Opportunity 52.222-35 Equal Opportunity for Special Disable Veterans, Veterans of the Vietnam Era, and other Eligible Veterans, 52.225-3 Buy American Act--Free Trade Agreements--Israeli Trade Act 52.225-13 Restrictions on Certain Foreign Purchases
