Description
Background: Small businesses that rely heavily upon energy inputs are in a particularly difficult position when energy prices increase sharply, at least when compared to their larger counterparts. Small firms generally do not have the economies of scale to ameliorate the costs of inputs that are at least somewhat fixed, such as electricity for plant operations or fuel for deliveries. Thus when energy prices rise, small businesses face decreasing profits and increasing uncertainty. Because of rising world demand, sustained increases in energy prices, including gas, natural gas, and electricity, are expected to prevail into the foreseeable future and small businesses will be forced to confront this issue. Regardless of industry, energy prices have some impact on a firm?s costs. However, some industries will be impacted to a greater extent than others, and small businesses are not equally distributed across industries. This research should address these issues in determining what impact elevated energy prices will have on small business. Geographic differences in energy prices will also be important, especially with regard to electricity and natural gas. The effects of government regulation, both of the energy markets directly and through environmental requirements, might also be considered as important factors driving small business impacts, especially with respect to geographic differences. The Office of Advocacy seeks research proposals to study the effect of rising energy prices on small business. A proposal should carefully document the methodology and data to be employed in the investigation. Preference will be given to proposals with a clear research agenda, familiarity with both small business economics and the energy sector, and well documented policy relevance.
