Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to the Regents of the University of California (M.I.N.D. Institute) for the requirement of the Autism Phenome Pilot Project under the NIMH Project entitled Clinical and Immunological Investigation of Regression in Autism. The current investigation will focus on the interrelationship between regression in autism and immune dysfunction. Specifically, the Regents of the University of California will recruit and initially evaluate 55 children. Children of both sexes with autism spectrum disorder will be compared and contrasted with children with developmental delays but not autism. The The University of California (M.I.N.D. Institute) maintains clinical and biomedical infrastructure to carry out many component processes of the Autism Phenome Pilot Project. The University of California (M.I.N.D. Institute) has an affiliation with the CHARGE study which is already recruiting children with autism, children with developmental delays, and healthy children on a population-based sample. The sample will allow initial pilot data in a short time frame. The University of California (M.I.N.D. Institute) will provide the services of a research psychologist. An award to any other source would affect the NIH prior and current research involving the recruitment and evaluation of very young child with autism and would not provide any cost savings to the Government. Period of Performance will be 12 months. The North American Industry Classification (NAICS) Code is 541690 and the Size Standard is $6.5 million. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
