Description
The Government requires an academic institution, accredited at the Graduate level, to teach advanced regional analysis studies utilizing a system of systems approach to 38A (Civil Affairs) and 37A (Psychological Operations) Officers ? formerly Functional Area (FA) 39 Officers. The contractor shall provide instructors and faculty that will be responsible for providing Graduate level instruction; supportive research to update and revise curriculum and courses contained therein, required administrative support for contractors and students, and course administration. The Faculty shall administer an Advanced Regional Analysis Course (ARAC) and related shorter courses to include, but not limited to, Special Forces Warrant Officer Advanced Course (SFWOAC), language orientation courses, a one week block of systems analysis and foreign policy instruction to the combined Psychological Operations Qualification Course and the Civil Affairs Qualification Course, and periodic Mobilization Civil Affairs Course (MCAC); participate in guest lectures and symposiums for other academic courses; and participate in pre-service and in-service professional development programs in support of this requirement. The contractor shall provide a professional development regional visit to the respective area of responsibility for each instructor for at least one week per annum. The solicitation number H92239-06-T-0038 is issued as a Request for Quotation. This requirement is available for full and open competition. All responsible sources will be considered. As authorized under FAR Subpart 13.5, Test Procedures for Certain Commercial Items, simplified procedures will be used to evaluate offers and award the contract. A firm fixed priced contract is anticipated for a base with two one year option periods. For determining business size on this project, the applicable North American Industry Classification System(NAICS) code is 611310/6.5 million. It is the Government' intent to issue the solicitation and amendments(if any) electronically via the Federal Business Opportunities website.
