Description
FISC-NNSY Maritime Industrial Branch, Hampton Roads Division, Contracting Department proposes to issue a Request for Quotation (RFQ) for the solicitation and subsequent award of a firm fixed-price contract for crane rental and rigging services to remove the existing mainmast and install a new mainmast onboard a CVN vessel located at the Norfolk Naval Shipyard (NNSY) Portsmouth, VA. Contractor must be able to lift 125,000 lbs (62.5 ton). The current mainmast center of gravity is 14 inches aft of the mainmast centerline, 2.5 inches to the portside of the mainmast centerline, and 35 ft, 9 inches above the mainmast cut line. Small changes to the weight and center of gravity are expected as the design is finalized. The existing mainmast is lighter and has a lower elevation than the new mainmast. To remove the existing mainmast, the contractor shall use the same crane and rigging setup as will be used to install the new mainmast. The exact weight and center of gravity of the existing mainmast will be calculated and provided to the contractor at a later date. The contractor shall be required to lift the existing mainmast from the ship. If necessary, NNSY may provide crane assistance in the laying down of the removed mainmast. The contractor shall be required to lift the new mainmast from the pier to the final installation position on the ship. If necessary, NNSY may provide crane assistance in the up righting of the new mainmast from the assembly stands. The contractor may be required to perform additional lifts with smaller weights to lower elevations while the crane is in use at NNSY. The lift must be made to a height of 186 feet (not including the rigging gear height and hook height) above the dry dock to clear the handrails at the top of the island. At the highest lift point, the upper yardarm platform will be 180 ft above the top of the dry dock and the bottom of the mast will be 112 ft above the top of the dry dock. The upper starboard yardarm should not interfere with the crane boom at any time. An additional 20 to 30 ft should be considered for rigging gear. The written solicitation package will contain a complete statement of work and applicable specifications. This requirement will be solicited on an unrestricted basis and awarded under the regulations set forth in FAR Part 13.5, Test Program for Certain Commercial Items. The anticipated issue date for the RFQ, N00181-06-Q-0262, is 06 Jul 2006. The date and time for receipt of offers shall be specified in the written solicitation. IMPORTANT NOTE: A pre-proposal/site visit will be held at NNSY for prospective contractors during the week of July 17th, 2006. The exact date and time for this visit will be provided in the written solicitation. DUE TO THE CRITICAL NATURE OF THIS SERVICE, ALL CONTRACTORS DESIRING TO SUBMIT AN OFFER MUST ATTEND THIS SITE VISIT. FAILURE TO DO SO WILL BE CAUSE FOR DETERMINING AN OFFEROR AS NON-RESPONSIVE.
