Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 5600, has been tasked to provide support for the ONR High-Speed Sea Lift (HSSL) Program and the HSSL full-scale testing task and has a requirement for engineering services. NSWCCD intends to negotiate a non-competitive procurement with Scripps Institution of Oceanography, University of California, San Diego under the authority of 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplier of services will satisfy agency requirement. Scripps Institution of Oceanography?s Dr. Kenneth Melville an acknowledge expert in the field of measuring breaking waves, both in laboratories and in oceans, and using the results of these measurements to improve fluid mechanical knowledge about breaking waves. Within the academic and professional communities, Dr. Kenneth Melville is acknowledged as the expert in the phenomena of breaking wave mechanics as they relate to roll moments on ships. Dr. Kenneth Melville has extensive experience studying, evaluating, and predicting the unsteady fluid velocity field under large spilling breakers that occur in heavy wind conditions in the open sea and is considered technically to be the only source of this evaluation and plan development. The extensive knowledge possessed by Dr. Kenneth Melville in the required area of study shall enable the development of a study plan for expanding our knowledge of flow and pressure fields, and their rolling and capsizing effects on ships, due to open sea spilling breakers. Dr. Kenneth Melville?s experience and knowledge will insure timely completion of the effort within the planned funding and technical accuracy required for safe ship assessment. Scripps Institution of Oceanography, and Dr. Eric Terrill in particular, has had a wealth of experience in measuring ship breaking waves and open ocean waves, and using the results of these measurements to improve fluid mechanical knowledge about breaking waves. Within the academic and professional communities, Dr. Eric Terrill is acknowledged as an expert in the filed of field measurements of breaking waves and advanced instrumentation systems, including LIDAR and radar. Dr. Eric Terrill has extensive experience studying, evaluating, and predicting the unsteady breakers that occur in high sea states in the open sea. The extensive knowledge possessed by Dr. Eric Terrill in the required area of study shall enable the further expansion of our knowledge of wave slamming on high-speed ship. Dr. Eric Terrill?s experience and knowledge will insure timely completion of the effort within the planned funding. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources submitting proposals within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Anticipated award date is on or around 07/31/06.
