- MILCON P-125 REPLACE FUEL STORAGE AND DISTRIBUTION SYSTEM. The solicitation and all associated documents will be available in electronic format only and posted on the website at http://esol.navfac.navy.mil on or about 10 July 2006. No hard copies will be provided. This procurement is being advertised on an unrestricted basis inviting full and open competition. The Government intends to award to the responsible proposer whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, cost or price and other factors considered. Type of Contract to be awarded: Firm Fixed Price Design-Bid-Build Construction Contract; estimated Price Range is more than $10,000,000. The work to be acquired under this solicitation is to provide a new military jet-fuel storage and distribution complex consisting of three 4,452 kiloliter (kL) (28,000-barrel) above ground fuel storage tanks, 190 liter-per-second (3,000 gallon-per-minute) pump station with shelter, fuel truck unloading stations, and fuel transfer and distribution systems. Work includes leak detection, product recovery system, cathodic protection, fire protection, controls and alarms, automatic tank gauging, mechanical and electrical utility connections, emergency generator, access roads, security fencing and lighting, environmental mitigation and site preparation and improvements. Proprietary items for this project include Rotork or Limitork Electric Motor Operated Valves, MTS Sensors M-Series Digital multi-functional transmitters, and Gauging Systems Inc. E/TGI Enhanced Tank Gauge Interface. The Government intends to evaluate proposals and award a contract without discussions. Selection for award will be based on evaluation of the following: Factor 1 ? Past Performance; Factor 2 ? Technical Experience and Qualifications; Factor 3 ? Equipment; Factor 4 ? Subcontracting Effort; Factor 5 ? Safety; Factor 6 ? Price. Source Selection procedures will be used and award may be made to the offeror whose proposal is the most advantageous and offers the best value to the government, price and other factors considered.
