Description
DESCRIPTION: This announcement is for the purpose of soliciting construction firms for the design-build of a Jump Tower Training Facility at Gil Gil, Kenya. A firm-fixed price contract to a prime construction contractor. The magnitude of the projec t is between $250,000.00 and $500,000.00. The size of the construction limits is 18,500m2 (1.85 hectares). A Bank Letter of Guarantee will be required. PROPOSAL BID PERIOD: The solicitation is scheduled for release on or about 10 July 2006 and proposal s will be due on or about 14 August 2006. Anticipate award on or about 1 September 2006. PROJECT SCOPE: The project is design-build of a 34-foot jump tower, swing landing trainer (SLT), site work, structural work, concrete, and steel structures, externa l works, including perimeter security fencing with entrance gates and entry control post, exterior lighting, electrical installation, and access road for a Jump Tower Training Facility on an existing military base at Gil Gil, Kenya. Optional work may consi st of providing a new multi-purpose building with office, storage, toilet and shower rooms; open shaded training structure with bench seating for instructional training; procurement and installation of a back-up generator; and water and sewer connections f or the training facility. The contractor shall also provide one year maintenance service for the jump tower training apparatus. The work will comply with U.S. and applicable Kenyan codes, regulations, and standards. In order to meet the U.S. requirements for the tower construction only U.S. suppliers for steel and fabrication of the tower will be used for this project. Estimated period of performance is 180 calendar days after notice to proceed is issued. PROPOSAL PROCEDURES: The Request for Proposal ( RFP) will only be issued to prime construction contractors. Copies will not be released to Suppliers or Plan Rooms. A Best Value Tradeoff Process contracting method will be used to evaluate proposals. Evaluation criteria and other precedence will be st ated in the RFP. PLANS AND SPECIFICATIONS: This is an electronic issued solicitation . The Government shall furnish two (2) copies of the CD-ROM containing the solicitation, specifications and plans. Paper copies of the solicitation will only be issued to contractors that do not have access to electronic data. POINT OF CONTACT: Ms Edna L.
