Description
NRCC intends to solicit and award contracts based on regional groupings for Security Guards throughout the United States. This is an 8(a) Competitive procurement action open to all vendors certified as 8(a) by the SBA. (FYI: NAICS code- 561612/Size Standard - $11.5 million.) There will be mandatory Small Business Subcontracting goals. The goals will be specified in the solicitation. All vendors, regardless of size, will be required to submit a Small Business Participation Proposal as an evaluated part of their technical proposal. The solicitation will incorporate 3 regional groupings. 1 contract will be awarded per grouping. Competing vendors will be required to bid on all installations/sites within the groupings. The groupings are: Northeast ( Pennsylvania, Rhode Island, Maine, Massachusetts, New Jersey, New Hampshire, and New York); West (Arizona, Colorado, Idaho, Montana, New Mexico, Utah, and Wyoming); Pacific Coast (Alaska, California, Hawaii, Nevada, Oregon, and Washington). The estimated Contractor Manpower Equivalents (CMEs) are as follows: Northeast  313 CMEs, West  226 CMEs, Pacific Coast  305 CMEs. Specific installations/sites will be specified in the solicitation. This is a Commercial Services solicitation. The solicitation a nd award will be in accordance with FAR Parts 12 and 15. The acquisition is for non-personal services. As such, the requirements will require management/supervision personnel for the on-duty contractor work force and provision of a single point of interf ace with the Government in addition to the basic security requirements of the PWS. Functions will include installation access control incorporating personnel identification and vehicle assessment and vehicle searches at multiple Installation Access Control Points on each installation. Guards will be required to be armed, equipped and maintain a specified standard uniform. All performance standards shall be in accordance with the requirements of AR 190-56. The acquisition will have a 60-day Phase-In perio d with all guards, full required CME count, cleared, armed, equipped and reporting to work on day 61 of the contract. The required services will include access control, inspection of identification documents, vehicle inspection, physical security patrols , vehicle search and other security related duties, which are delineated in the Performance Work Statement (PWS). Contract vehicle will be firm, fixed price, ID/IQ. The RFP will be issued on or about 26 Jun 2006 with an established closing date of 07 Jul 2006 at 2:00 PM EDT. Telefaxed and electronic proposals will not be accepted. All proposals must be received at Northern Region Contracting Center, Attention: W911S0-06-R-0020 (Barbara Blair), Bldg 2798 Harrison Loop Complex, Fort Monroe, VA 23604-5538 by the time/date specified above. Late proposals will not be accepted.
