Description
This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, FZ3566138A100, is issued as a request for quotation This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09 and Defense DCN 20060616. The solicitation listed here is 100% small business set aside. The Federal Supply Class (FSC) R699. The associated Standard Classification (SIC) is 8399. The North American Industry Classification System is 561110 and the associated business size is $6.0 The government intends to solicit and award this purchase order for the following item: CLIN 0001 Resource Area Coordinator at Family Support Center, Travis AFB, CA as defined in the Statement of Work attached below. FOB is Travis Air Force Base. Performance period is from 21 Aug 2006 through 17 Aug 2007 from 0730 (7:30AM) to 1630 (4:30PM), Monday to Friday. The following provisions or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instruction to Offers-Commercial. FAR 52.212-2-Evaluation-Items paragraph (a) to this provision is completed as follows-Evaluation Factors: Price and Resume. FAR 52.212-3-Offeror Representation and Certification-Commercial Items, a completed copy of this provision shall be submitted with the offer. FAR 52.212-4-Contract Terms and Conditions-Commercial Items will be incorporated into any resultant Purchase Order by reference. FAR 52.212-5 Dev-Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Item include clauses a (1) (2), (b) (5), (14), (16), (17), (18), (19), (20), (31). Clauses may be accessed electronically in full text through http://www.farsite.hill.af.mil. Vendors must be actively registered with the Central Contractor Registration (CCR). The CCR website is http://www.ccr.gov. Contractors are asked to submit their TAX ID number with their proposal. Specifications must be included in the quote and must be valid for 60 days. Quotes may be transmitted by e-mail or fax to nel.cadacio@travis.af.mil, fax 707-424-0288, and to be received at the 60th Contracting Squadron no later than 4:30 PM PST on 21 Jul 2006. The point of contact for this solicitation is Nel A. Cadacio, Contract Specialist, 707-424-7729. Statement of Work 1. SCOPE The purpose of this contract is to have a resource coordinator to oversee and maintain the customer resource center in the Family Support Center. The primary emphasis of the position is to assist customers on the computer with questions regarding word processing, resume/cover letter writing, federal employment applications and resumes, job/ company listings, the Scholarship Resource Network software, relocation computer programs, and other computer software as is installed. In addition, the Resource Coordinator will update and post job listings on a timely basis, contact employers for job leads, maintain files on companies, and work with the respective FSC personnel to ensure quality customer service. 2. PERFORMANCE Contractor will, between 21 August 2006 and 17 August 2007: a. Provide 40 hours of service per week during FSC customer service hours, 0730 - 1630 daily, excluding Federal Holidays, for a maximum total of 2000 hours annually. b. Meet and greet customers in a congenial manner and provide assistance as needed. c. Perform minor troubleshooting on computers, printers and typewriters. d. Conduct and certify typing tests. e. Post new job listings as received and purge outdated listings on a weekly basis. f. Contact a minimum of 10 employers per week via telephone and/or mail to inform them of available services at the Family Support Center such as listing job vacancies. g. Assist customers wishing to use Air Force One Source. h. Coordinate with FSC personnel to ensure customer needs are met. i. Maintain files of articles, company resources/literature, and the like for the purpose of developing resumes, conducting research, etc. j. Ensure resource area is neat and organized. This includes updating resource racks and files as new materials become available. k. Provide orientations of the resource center for walk-in customers and workshop participants. Update and provide handouts as appropriate. l. Check out books for loan and follow up for their return. m. Ensure customers sign in to document usage of resource center. n. Ensure customer feedback is collected and totaled from users of resource area o. Conduct periodic checks of client computer usage, insuring that computers are being used for job search functions and not for unauthorized functions or Internet sites. Insure computer workstations are clean, neat and orderly. Wipe down computer workstations and computers on a daily basis. p. Input and track statistical data using the FIRST data tracking system on an ongoing basis. q. Prepare and send documents for reproductions on an as needed basis. r. Ensure Room 129 ? customer resource room is neat and organized. Maintain bulletin board by posting new materials and purging outdated announcements. s. Provide assistance to customers faxing approved documents. Fill out AF Form 1072 for long distance faxes. t. Invoice monthly for services rendered. 3. GOVERNMENT SUPPORT The Family Support Center will provide printing support for materials as required. Be available to assist the contractor, provide working space, FSC calendar, pencils, and pens, filing and storage space, and computer. a. The points of contact for this contract will be the Family Support Center Director, Mustak Keval, or the Transition Assistance Manager Tom Brown, 351 Travis Ave, Travis AFB, CA 94535-2045, 424-2486. Once the contract is awarded, the point of contact will be Tom Brown. 4. PERSONNEL QUALIFICATIONS The Contractor must have experience in a military setting. They will be responsive to military protocol, organization and structure, and chain of command. The Contractor must also have a working knowledge of Microsoft Windows, Microsoft Word, Excel, and Access, and be able to quickly become proficient on other resource software as available. 5. PERSONNEL RESUME The contractor shall submit to the Government an official resume. The resume shall not be more than two pages in length and must contain the following information: a. Full name and home telephone number b. Chronological work experience that substantiates by involvement and duration the skills and services being proposed. c. A dated and signed statement certifying the information in the resume is true and accurate.
