- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60039 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This is a small business set-aside. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health (NIMH) has a requirement for SNP Discovery Service including amplicon design, oligonucleotide primers, amplification, DNA sequencing and data analysis. The stated minimum is 24 genomic DNA samples. It is anticipated that the requirement includes 26,042 bases for 96 individuals. Delivery and acceptance will be performed at 10 Center Drive Bethesda, Maryland. Period of performance will be for one year. FOB point is Destination. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria (1) past performance (2) ability to meet the compatibility and functions and (3) evidence of meeting delivery dates. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due June 30, 2006 3:00 PM EST and will be submitted to Susan A. Nsangou, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
