Description
The U.S. Department of Energy (DOE), Office of Civilian Radioactive Waste Management (OCRWM) is seeking an Expression of Interest (EOI) from prospective small business contractors who may be interested in competing for the Technical Support Services (TSS) Contract. Applicable NACIS codes are 541330, 541690, 541611 (additional codes may be identified at release of the Request for Proposal (RFP)). The contractor will be required to manage and direct programs to support a broad spectrum of programmatic activities that are supportive of the DOE mission. The background and types of services we will be contracting for are as follows: Background: The Office of Civilian Radioactive Waste Management (OCRWM) is responsible for implementation of the Nuclear Waste Policy Act (NWPA), P.L. 97 425, as amended. The Act provides for the siting, construction and operation of repositories for the permanent disposal of high level radioactive waste and spent nuclear fuel, in a manner that fully protects the health and safety of the public and the quality of the environment. The TSS contractor will provide technical support to the Federal OCRWM staff, at DOE Headquarters (Forrestal Building) in Washington, D.C. and in Las Vegas, NV, in support of this mission. Types of Services: Prospective contractors must be able to provide Technical Support Services to the Federal Staff that supports the Civilian Radioactive Waste Management Program. This support will include, but not limited to: ??? Preparation of plans and procedures ??? Technical reviews ??? Analysis ??? Audits, assessments and reviews ??? Advice ??? Assistance ??? Recommendations ??? Peer reviews ??? Surge capacity to accomplish unplanned and unscheduled tasks. ??? Special studies This support will require expertise in all aspects of the OCRWM program, including technical support (e.g. scientific and engineering skills related to the design and licensing of storage and transportation systems), as well as those skills necessary to support management of the program infrastructure (e.g. budgeting, human resource, contracting, and information, and records management skills.) Expression of Interest: This announcement is part of market research and anticipated responses are sought to identify small business sources that have the comprehensive knowledge, skills, and capacity to meet the overall requirement for implementing a diverse scope of work. Interested small business concerns are requested to submit a statement showing their firms experience and capability to perform the above tasks via the DOE Industry Interactive Procurement System (IIPS). Responses to this EOI must be submitted via the DOE IIPS at http://doe-iips.pr.doe.gov/ no later than 8:00 p.m., Eastern time, on July 14, 2006. Interested parties must register via the IIPS web site prior to responding to this EOI. Instructions on how to submit your response can be found in the help document located on the IIPS web site listed above. For technical assistance, firms should call 1-800-683-0751 or e-mail the IIPS administrator at iips@pr.doe.gov. This EOI notice does not constitute a request for formal proposal or a presolicitation notice. This notice is provided as information to the marketplace and is an invitation for an EOI and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. While a future Request for Proposal is anticipated, it is not guaranteed.
