Description
This is a combimed synopsis / solicitation for services being procured in accordance with FAR P 13, Simplified Acquisition Procedures. NOAA, National Marine Fisheries Service located in Honolulu, Hawaii intends to acquire an economic analysis for an EIS which addresses the need for regulations to protect wild spinner dilphins in the main Hawaiiai Islands from harassment by swimmers, kayakers, and commerical tour boat operations. The period of performance will be from date of award until February 2007 or within six months from date of award. Background An economic analysis is required for an EIS being prepared by NOAA Fisheries Service Pacific Islands Region which addresses the need for regulations to protect wild spinner dolphins in the main Hawaiian Islands from harassment by swimmers, kayakers, commercial tour boat operations, and others. Economic impacts, whether positive or negative, are expected to occur to the commercial ?swim with wild dolphin? tour operators as well as to other water users such as dive boat operators, kayak rental businesses, recreational fishing guides, spiritual retreat providers, and supporting businesses in the tourism industry including hotels, restaurants, car rental companies, and airlines. The desired outcome of this analysis is to demonstrate the probable economic impacts of the proposed regulations on the commercial tour industries, related businesses, and residents of the Hawaiian Islands. Project Tasks Vendor shall perform and provide and analysis that will gather data on the potentially affected businesses on the islands of Oahu, Hawaii, Maui, Molokai, Lanai, and Kauai. For each island, and for each type of business affected, the information needed will be as follows: the numbers of each type of business that may be affected by the proposed regulations categorization of affected businesses as either ?small? or ?large? as defined in 13CFR ?121.201 the current numbers of employees and wages paid the annual gross receipts the number of customers served annually (further broken down into residents versus visitors) the potential effect on revenue the potential costs which may be incurred by businesses as a result of the regulations the potential effect on employment and wages the potential economic effect on customers, both residents and visitors In addition, the potential effects to low income and minority groups, specifically Native Hawaiians, will be described including effects to both business owners and employees. Vendor will provide a detailed report which will include a narrative description of the above information, as well as charts, tables, graphs, or other means of visually displaying the information. The information will be communicated in a manner that can be easily understood by the public, i.e. avoiding the use of scientific and technical nomenclature or jargon, in order to be incorporated directly into the EIS without further editing. The report will also provide information to be used as a basis for meeting the requirements of Regulatory Flexibility Act compliance, including the Initial Regulatory Flexibility Analysis and Final Regulatory Flexibility Analysis. This announcement constitutes the only solicitation, quotatios are being requested and a written solicitation will not be issued.
