Description
The U. S. Postal Service intends to award one or multiple Indefinite Quantity Contract(s) (IQC) for architect/engineer services using Postal Service?s Building Standards for the design and support of new postal buildings; design and support of repair and alteration projects; building surveys; feasibility studies; construction administration; cost estimating; preparation of contract documents; and A/E services during construction for projects primarily located in the Santa Barbara region of the state of California. Firm may be asked to execute projects outside the general area of Santa Barbara but not outside the state of California. The contract(s) will have a base term of two (2) years with the possibility of three (3) one-year bilateral renewal options, providing the total contract value does not exceed $5,000,000. The total value of work ordered during the base term of the contract will not be less than $5,000. Individual work orders for each project will be issued under the terms of the contract(s) and each work order will be negotiated as a single project. Work orders for any one project may not exceed $500,000. Firms that have the qualifications to perform the services described are invited to submit a complete and current Standard Form 330 Architect-Engineer Qualifications (SF330), (also Part 2, Section E and Section F) and a complete and current SF330 for each consultant proposed for use on projects executed under the contract(s). The selection process will be conducted using the information contained in the submitted SF330. Interested firms with more than one office must indicate on their SF330 the staffing composition of the office in which the work will be performed. The primary factors for consideration are: 1) Local firms licensed by the State of California. Firms will be considered local only if their main office is within 25 miles of Santa Barbara Main Office. 2) Prime firm must have a minimum of 2 registered architects. 3) Firm must have been established for a minimum of five (5) years and have extensive experience in designing and supporting new construction projects, repair & alteration projects and other projects similar in nature to those executed by the U. S. Postal Service. 5) Existing technical capabilities sufficient to execute project documents compatible with Postal Service Building Standards system including, but not limited to, Autodesk, Microsoft, Adobe products. 6) Minimum of $200,000 professional liability insurance. 7) Experience with Postal Service projects is preferable but not required to submit for consideration. 8) Firms with current related design and/or support contracts with the Postal Service will not be considered for selection. The contract(s) contains a requirement for firms to provide evidence of current errors and omissions coverage for at least $200,000 per claim. Federal law prohibits firms from paying any fee, commission, percentage, or brokerage fee to any person or firm contingent upon, or resulting from, award of contract(s) for these services. Participation of minority-owned and women-owned businesses, either as the prime firm or as a consulting firm, is encouraged. No other general notification for these services will be made. Submittals will not be retained or returned. Firms are encouraged to transmit submittals using products and services offered and provided by the U.S. Postal Service. Please do not submit more than two (2) copies of the submittal. Note the solicitation number on the outside of your submittal. This is not a request for proposal.
