- The purpose of this Amendment is to modify the response date for the synopsis from August 15, 2006 to July 28, 2006 in accordance with Note 22 for publishing a synopsis for 45 Days meaning "Calendar Days". The United States Government Accountability Office (GAO) intends to issue an order under other than full and open competition to Hummingbird Ltd., 1 Sparks Avenue, Toronto, Ontario M2H 2W1, Canada, for the purchase of Hummingbird Platinum level Technical Support. The Period of Performance of the order will be comprised of the Base Year October 1, 2006 through September 30, 2007, and four subsequent option years. Platinum level support supplements GAO?s installed base of Hummingbird DM and RM client software, of which GAO owns and maintains 4,000 seats. Platinum Support includes services over and above standard maintenance, such as a dedicated Technical Account Manager, 24x7 technical support access, site visits, multiple program staff contacts, and guaranteed response times for technical support questions. Since GAO deploys Hummingbird DM/RM software on the enterprise level, having timely and dedicated technical support is warranted to ensure operational issues or support requirements are resolved in a timely manner transparent to the end-user. Hummingbird, the manufacturer of Hummingbird DM and RM software, is the sole provider of this Platinum Support. There are no other companies known to provide similar services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within Forty-Five (45)days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22. END
