Description
NASA/MSFC intends to lease hanger and office facilities from Signature Flight Corporation, located in Huntsville, Alabama, on a sole-source basis. Signature Flight Corporation is the only known entity to possess facilities sufficient to accomodate the NASA 3 aircraft within a 90-mile radius of the Marshall Space Flight Center, provide access to a runway of requisite length, and provide 24/7 crash/fire/rescue service. NASA/MSFC has a requirement for hangar, storage, and office space for the NASA 3 aircraft (Gulfstream, Model G-1159) and associated operation and maintenance personnel. This facility must be within a 90 mile radius of the Marshall Space Flight Center in Huntsville, AL. The hangar facility must be at least 5,056 square feet with a minimum door height of 24 feet. This figure represents the space needed to accommodate the aircraft and ancillary equipment. The office facility must be at least 4,681 square feet to house the Federal Aviation Administration's repair station tools; separate secure spare parts area; an avionics area for test equipment; an employee break/flight planning area; welding shop; and storage. This facility must also have a runway of at least 6,000 feet and have a 24 hour per day crash/fire/rescue service. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 30, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
