- Description
- The contractor shall provide all necessary design and construction services for the installation of a rooftop mounted 40Kw DC photovoltaic system. This project must meet all technical requirements of both the scope and the New Jersey Clean Energy Program. The concept drawings and specifications will serve as the rebate submission to the state of NJ. This solicitation will be issued as unrestricted ? open to large and small business concerns. Estimated cost for the design and construction is between $250,000.00 and $500,000.00. A bid guarantee is in the amount of 20% will be required with the submission of proposal. A pre-proposal conference is tentatively scheduled for August 2, 2006. The actual date and time will be provided with the solicitation. Prior notification of attendance to this conference is mandatory for seating purposes and access to the site. You are required to email your company name and all potential attendees full names, email addresses to Patricia Ring at: patricia.ring@gsa.gov. There are two factors for this procurement. One technical factor, past performance, and the second factor is price. To be eligible for award, the contractor will be required to show they have completed three solar installations where they received a NJCEP rebate. Each project must have had an installation of at least 10 Kw DC. Projects less than 10 KwDC and without receipt of the NJCEP rebate will not be considered as past performance. For this procurement, award will be made to the firm offering the best value. Price and technical are of equal importance. The performance period is 180 calendar days for both design and construction. The estimated date for issuance of request for proposals is July 17, 2006. The solicitation will contain more detailed information. This announcement also constitutes the synopsis of the pre-invitation notice.
