- The Naval Submarine Base New London in Groton, CT has a requirement for a Base Guide, Telephone Directory, Map, & CD-ROM Guide. This is a Civilian Enterprise (CE) product published once every two years to provide newly reporting personnel of Subase and its tenant naval activities, information about the mission of their command; command, installation or community services available; local geography and history; and related information. CE publishers sell advertising to cover costs and secure earnings, print the publications, and may make all or part of the distribution. Neither appropriated nor non-appropriated funds shall be used to pay for any part of a CE publisher's costs incurred in publishing a CE publication in accordance with DoD 5120.4 and Navy Instruction 5720.44. This is a combined synopsis / solicitation for commercial items. The contract shall be for a base period of performance of two years, with the possibility of two, two-year option periods. This announcement constitutes the only solicitation. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00189-06-T-G209. All offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ from this website and to frequently monitor the site for any amendments to the RFQ. Lack of registration in the Central Contractor Registration (CCR) database will make an offeror ineligible for award. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your quote unresponsive and result in rejection of the same.
