- The Naval Surface Warfare Center, Carderock Division (NSWCCD), has a requirement for the installation of engineered composite deck drains in which NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to BAE Systems Maritime Engineering & Services (BAE ME&S). BAE Systems Maritime Engineering & Services (BAE ME&S), San Diego, have been under contract to NAVSEA 05M and NSWCCD during the development and demonstrations of this technology on active Navy amphibious ships with great success. They were responsible for overseeing the successful installations of fifteen prototype D-Type deck drain designs on the USS Peleliu, LHA-5, May 2004,. They have also continued to monitor the ?health? of these systems since installation and maintained the departure from specification requirements with Southwest Regional Maintenance Center, San Diego, since the initial installations. This is a follow-on effort to previous work and due to intimate knowledge with the current composite deck drain designs, award to any other source would result in a substantial duplication of cost and efforts to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 07/07/2006.
